HISTORIC PRESERVATION PART OF UPTOWN SUMNER PLAN(First in a series of articles explaining UPTS' Strategic Plan) According to UPTS Chairman Barb Grabill, a facade improvement downtown is a big part of UPTS' Strategic Plan for the next 3 years. Co-Chairs for this part of the plan are, Deb Schnadt and Amy Brandt. Their job will be to research other communities with similar improvements programs, develop a strategy for funding and collect design examples from other communities. Input will be collected from the City Council members, potential fund users and other interested citizens. Gardner Architecture of Strawberry Point is currently working on a conceptual drawing of the downtown for improvement ideas. After the preliminary steps, UPTS will draft a brochure to describe how the funding will be structured and managed. The brochure will then be presented to the city council, followed by private sector education. Final plans to promote and hold recognition events for the first project utilizing facade improvements will be by December 2003.
